No Senator Cruz, Donald Trump does NOT want Single Payer health care.

I have been studying health care policy for 20 years now. I am also a multi-state licensed health insurance broker who continues to operate in an increasingly less competitive and more bureaucratically controlled system on both the federal and state level. During the last 20 years I have seen a lot of changes in the U.S. health care system. Some of them good (HIPAA) and some bad (Reagan’s EMTALA) the PPACA a.k.a. “Obamacare” etc.

During the last two decades I have read everything I could get my hands on pertaining to health care policy. I also spent the longest two weeks of my entire life reading the PPACA – Patient Protection & Affordable Care Act – shortly after it was passed into law on March 23, 2010. I have also appeared on television, radio and written expert commentary on health care policy on this blog and for professional business journals around the country. If there is one thing I know it is health care policy and if there is another thing I know it is a lie when I hear it.

I have bit my tongue long enough. As a delegate for Senator Ted Cruz I have been placed into a difficult and increasingly uncomfortable position and now I have had enough!  Continuing to support Senator Cruz after he repeats incorrectly and ad nauseum that A vote for Donald Trump is a vote for Obamacare and, that “if you vote Donald Trump, you vote for Bernie Sanders-style socialized medicine. Or even worse that Trump, Clinton and Sanders “have the identical position on health care” has forced me into a crisis of conscience. These are statements that even the left leaning Politifact has correctly identified as FALSE.

There are two things I detest above all others. Lies and intellectual laziness. There are far too many of my fellow “Cruzers” who either refuse to do the necessary research on Mr. Trump’s health care proposals or are simply too lazy to simply read his actual policy proposals as outlined in both his books “Time To Get Tough” from 2011 and his latest book “Crippled America” from 2015. Therefore, I have linked the pertinent sections pertaining to Mr. Trump’s actual health care policy proposals below.

As you read through chapter 8 of “Time To Get Tough” and you read through chapter 7 of “Crippled America” you will not find Mr. Trump calling for “Single Payer” health care coverage anywhere. In fact, in chapter 7 of “Crippled America” you will find that Mr. Trump specifically disavows his tepid and earlier support for a Single Payer system as one of the options he was considering as a person in the private sector more than 15 years ago.
He also calls for repeal and replace of Obamacare not “expansion of Obamacare” as Senator Cruz falsely states that he does.

Furthermore, in both books he calls for the following private sector reforms. Some of which are also called for under both Senator Cruz’s health care reform policy proposal and Dr. Ben Carson’s proposal. In addition to federal and state reforms. They are:

1.) Repeal of the McCarran Ferguson Act so health insurance can be sold across state lines.
2.) Expansion of Health Savings Accounts to promote price transparency & accountability.
3.) Tort (or Medical Malpractice Reform)
4.) Reform of our health care social safety nets such as Medicaid.
5.) Mr. Trump has most recently added necessary reforms to be made to our broken Veteran’s Administration health care system specifically because it, like all other Single Payer systems is an unmitigated disaster!

“But Steve, Trump said he wants “Universal Healthcare! I heard him say it on CBS!!” Yes, he did. So what does Mr. Trump mean by “universal” healthcare? For that we simply have to look up the definition of the word ‘universal”. According to Miriam Webster’s dictionary the term “universal” means “existing or available for everyone”. That does not mean ‘Single Payer’ nor does it mean ‘government controlled’! It means a health care system where everyone has access to some form of health care delivery. That is what I want. That is what Senator Cruz wants and that’s what nearly every politician on both sides of the isle wants. Affordable access to health care services for everyone. How do we do that? When it comes to Medicaid, you can look to former Governor Mitch Daniel’s reforms that worked in Indiana or more recently to Governor Scott Walker’s reforms that were made in Wisconsin. There are other ideas also.

Most importantly when it comes to the vast majority of Americans this is what Mr. Trump actually says at the end of chapter 7 of “Crippled America” and I quote:

“The government doesn’t belong in health care except at the very last resort. The main way the government should be involved is to make sure the insurance companies (not a top down, authoritative single payer health care system) are financially strong so that if there is a catastrophic event or they make some kind of miscalculation, they have the resources they need to handle it.”

Mr. Trump also says in the beginning of chapter 7 of “Time To Get Tough” and I quote:

“..we still need a plan to bring down health care costs and to make health care insurance (not a top down, authoritative Single Payer health care system) more affordable for everyone. It starts with increasing competition between insurance companies. Competition makes everything better and more affordable.”

But Steve! Trump said “the government is going to pay for it.” I saw it on CBS!”
Yes, he did. Firstly, the government pays for nothing. It confiscates wealth from taxpayers and redistributes it. Secondly, we taxpayers already pay to provide health care services to millions of our nation’s indigent and those who are developmentally disabled. Some of the health care programs that ‘the government pays for’ include:

1.) Ronald Reagan’s E.M.T.A.L.A which requires every hospital that accepts Medicare and Medicaid (which is nearly all of them) to care for any patient who presents with an emergency “regardless of their ability to pay.” Oh my gosh! Reagan was a SOCIALIST!??

2.) Medicaid which provides either taxpayer funded access to health care services or subsidized private health insurance on a sliding income scale for the indigent and the developmentally disabled.

3.) S.C.H.I.P which was a bipartisan piece of legislation written to ensure that children of parents – who make too much to qualify for Medicaid but too little to afford private health insurance – have access to health insurance on a sliding income scale.

We also subsidize programs such as Medicare Part C & D and other health care programs. We will continue to do so because Americans are compassionate people who seek to help those who are truly in need. I say truly in need because under the PPACA (Obamacare) we expanded Medicaid to single adults without children who happen to fall below 138% of the Federal Poverty Level. In doing so we robbed those finite resources from single mothers and the developmentally disabled. That is not helping those who are truly in need and this among other reasons is why Trump wants Obamacare repealed and replaced with a “universal” health care system that encourages more competition among private health insurers with an emphasis on reforming how taxpayers pay for our health care safety net.

February 21, 2016 UPDATE: Cruz campaign spokesman Rick Tyler has chosen to completely ignore all facts outlined in this article, including Mr. Trump’s written health care proposals.  Mr. Tyler has now doubled down on the original lies told by Senator Cruz by emailing the following statement to Ryan Lovelace with the Washington Examiner:

“Trump in this “60 Minutes” interview clearly states that everyone is going to be covered and that the government is going to pay for it. That is single-payer socialized medicine.” – Rick Tyler.

    Thank you for posting this, maybe people will do as I have and take a few minutes to get clarity on the healthcare crisis. That Cruz is a snake I have no doubt. This is just another piece of evidence. I am a Trump supporter but have not read his books. But because of your article, I will purchase and read them.

      My mother gave me one of Trump’s books in 2008. I don’t remember the title, but it had been published in 2007. I had been bashing Trump on one of our phone conversations, and she asked if she mailed me his recent book if I would please read it. She explained to me on his stance with China and what he would do and has done when it came to business with them. I said, “Sure, okay.
      My Mom was one smart lady, she was an exceptionally bright woman, who I always believed was born in the wrong country at the wrong time, or maybe she chose family over a high-paying career. All I know is she is one of the smartest people I have ever had the privilege of knowing.
      After I received the book and read it, my views on Trump had completely changed. He too, is one smart guy, and would’ve loved my Mom if he had ever sat and talked with her.
      His writing skills are not the best, but it is easy to read and understand, and really that is all that matters. You will enjoy his books, and it will give you a better platform in order to explain his stances as well as yours. Good luck and enjoy.

    Well, you were making some good points there until the last paragraph, which I reread 3 times to make sure I didn’t miss what isn’t there: a rebuttal of the “government will pay for it” line. I think that’s what’s got people worried Trump won’t get rid of Obamacare like Cruz would. We have been burned before trusting Republicans who told us they’d defund the program, so you can understand that people are sensitive when Trump is saying these things now, in the campaign.

    • They aren’t getting rid of Medicaid – which is what he is talking about. With increased competition and driving down costs, Trump said he will go to the hospitals and the insurers and get a better deal to make sure those without health insurance will have some form of coverage. So if he drives down the costs, it seems easy to see this as a replacement for how Medicaid is delivered, managed by the insurer that gives the best plan, and held accountable by State and Federal governments. Change Medicaid back to block grants to the States based on actual counts, and it already will be better than we are now.

      • Trump has also stated numerous times that he does not intend to reform entitlements. Medicaid falls into that category. So, if Trump repeals Obamacare, wants everyone who can’t get health insurance to be covered by the government, and doesn’t reform entitlements, how in the world will he pay for that? BTW…. Medicaid IS single payer healthcare.

        That’s what I’ve been saying for the longest time! All we ever needed was a simple Medicare Medicaid expansion instead this mess! Everything was great before! Anyone could flip thru the yellow pages anytime they wanted to buy health insurance, not this once a year crap! Oh-care has got to go! No mandates and NO IRS in my healthcare! Back to way it was before, employer ins or you buy your own at competitive rates. A Medicare expansion to cover catastrophic emergencies ONLY for the poor!

      • loviehowell: Trump will not jeopardize ‘entitlements’ that taxpayers are counting on because they have paid in to them for years, i.e. Social Security, Medicare, etc. What he said he will do is cut out fraud and abuse. Specifically, he cited cases where there are hundreds of thousands of Social Security recipients that are OVER 106 years old! That is blatant fraud. That is one example of the cuts he will make and savings reaped from his years of turning a profit in business.

      “Like Cruz would.” You do realize that you are contradicting yourself; notably, you give deference to Cruz, even as he is an established politician, giving Cruz the benefit of the doubt. Meanwhile, you hold Trump to a higher standard, even as he has a very long record, documented, stated in every rally, at every juncture, specifying his intent — even as Trump was never a politician.

      The biggest problem for Trump is that he speaks like a businessman and as such, he fails to consider all the ways his statements (and an unethtical attorney intendss) may be misconstrued if not worded precisely.

      How many times does Trump have to state — and to state emphatically — he intends to repeal and replace?

    Thank you for this article I use to be a cruz supporter but after reading this I just can’t support him anymore every time trump supporters called him a liar I didn’t believe it until I started doing my own reading about him
    I can’t believe I fell for so many of his dirty tricks though I do not hate him I just know he is not the candidate for me now

    • A lot of us have gone through a journey of betrayal. Mine was almost blindly supporting the GOPe and their hand picked lackeys for the past 40 years.
      My eyes began to open back during W’s terms and have flown wide open during O’s terms. The globalist GOPe and the socialist dems are the same party. I would always ask myself why the republican held House and/ or Senate would not act on their campaign promises more aggressively. Duh, their Owners would not abide with that behavior.
      Most of the professional politicians have sold their souls and votes to the highest bidders and their masters are globalists. They all hate America, the legal American citizens and our Constitution.
      Trump loves this nation and it’s citizens. He has literally been dragged into this campaign for POTUS because of his love for this nation. Trump is the only candidate to put America and it’s legal citizens first in decades.
      Sorry I did not trust Cruz from the very beginning, he was a professional politician to me and I no longer trust them. Oh sure there are a few good and decent ones, but very few.

      • That was 15 years ago and I acknowledged that quote in my article. That does not change the fact that Ted Cruz is stating that Trump supports Single Payer NOW. Not 15 years ago NOW and that is a lie. Was a lie when Ted first stated it and it remains a lie every single time he repeats it. That is the TRUTH.

  10. I just want to get the plan I had before Obama Care that was only 176.00 a month with low deductible and low copayments! Now I pay 258.00 a month the deductible is 6,000 and co pays are double of what it was before it is NOT affordable health care!

      ME TOO! I was paying $166/MO, 1000 deductible,$25 copays, $10 prescriptions, and a great providers list! It then shot up to $376, $6000deductible, $35 copays, and I can’t remember the prescription coverage bcz I had to cancel, couldn’t afford it after losing so many contracts, due to ILLEGALS stealing my customers! MOST IMPORTANT to me is getting the IRS out of my healthcare! They are TOO involved in my shit!

      I have a family of four. I’m a stay-at-home mom and my husband provides for us. We had been doing great, then our insurance premiums DOUBLED. Before we had inexpensive copays. Now we have a $3,000 deductible before our insurance covers a cent. Just did our taxes and we came very, very close to being able to deduct health expenses even after I subtracted the HSA money we used. It’s disgusting! In 2015, my husband earned a little less than $60,000. We do not take a cent from anybody. We are careful and responsible with our money, and still we are getting pounded.

      People like Ted Cruz and his devotees do not get it. The values that conservatives hold dear will become impossible to live by if people have NO MONEY. That is what led me to Trump. Well, really he earned my respect during the first season of The Apprentice, but watching him as a candidate, he has earned my vote, too. I made a huge sacrifice to be present for my kids as much as possible. We need the government to cut us some slack so we can continue to have the freedom to live the lifestyle we think best for our family.

      Read “The Right Stuff” by Ted Cruz in NRO on July 20, 2005. He explains his role in putting John Roberts on the bench.

      Read William Saletan’s The Real Ted Cruz published in Slate for a well-researched timeline of Cruz’ immigration positions. He wanted illegals to stay in the US and work, eventually becoming citizens.

      Cruz was born in Canada, and his parents were either already or were pursuing Canadian citizenship. Rafael Cruz told NPR he became a Canadian citizen while living and working there.

      How can Cruz not be in favor of his second largest political donor and his wife’s boss?

      Cruz’ unethical behavior in Iowa permanently taints his campaign. His campaign manager has spread tumors in previous campaigns that opponents were dropping out, and his reputation was well-known to Cruz when he was hired. Nobody was fired, either.

    if the government is paying for the ones dying in the street as trump calls them then it is govt sponsored universal healthcare what will be differrent than what obamacare is other than being able to buy insurance across state lines. you can spin it any way you want but if my tax dollars are going for anyone else’s insurance that is govt universal healthcare. It amazes me that people are always having to clarify what he means. i thought he told it like it was.

    Could it be that Trump didn’t personally write the books you reference?
    Could it be that Trump says one thing and has someone else write another?

    TRUMP: As far as single payer, it works in Canada. It could have worked in a different age. What I’d like to see is a private system without the artificial lines around every state. I have a big company with thousands of employees. And if I’m negotiating in BY or NJ or CA, I have like one bidder. Nobody can bid. You know why? Because the insurance companies are making a fortune because they have control of the politicians. They’re making a fortune. Get rid of the artificial lines and you will have yourself great plans. And then we have to take care of the people that can’t take care of themselves. And I will do that through a different system.

    Thank you for having the courage to speak out on a subject that you are well-versed in. If you have not already, you may want to peruse Karl Denninger’s MarketTicker site. I am a healthcare provider who works closely with insurance brokers to develop out-of-the-box ways to keep premiums for employers in check. It’s obviously getting to be a more difficult task as time goes on. Karl has proposed some of the most concrete, workable solutions to America’s rising health care costs that I have seen. And, mostly just by enforcing existing anti-trust laws that the health care industry has been able to skirt around.

  20. I knew I didn’t like Ted Cruz from the very first time he spoke. He defines the term “Smarmy Texas Politician”. This was confirmed the day he turned up with Mike Huckabee at that Kentucky jail the day the loony tunes Kim Davis was released. I know then that Ted Cruz had his priorities all out of order, and that as much as he claims he’s a “constitutionalist” he was willing to completely ignore “separation of CHURCH and STATE” when it suits HIS purposes.

      I looked for hours in the Constitution, but I just couldn’t find any mention of the “separation of church and state.” Maybe you would be willing to point it out to me?
      And the way you wrote that seems to insinuate that Ted Cruz has used that argument against other people, but I’m not sure he ever has. Are you referring to the “Muslim ban,” or something else?
      Also, I don’t really know what you mean by a “smarmy Texas Republican,” but he’s basically made his political career out of not being a stereotypical politician… which is kind of what Trump is doing now.
      Now, if you really do care about the Constitution, which I hope you do, you should know that Ted Cruz had it memorized since his youth, while on the other hand I don’t think Donald Trump has ever cared about it except when benefited by abusing the power of eminent domain. Granted, simply knowing the Constitution by heart does not make one a devout follower of it, but there is one candidate who argued nine cases before the Supreme Court – even one against the then current President, a member of his own party…
      And that’s Ted Cruz.

    What Trump wrote in his books and what he says are two different things. At one of the first debates Trump even said he’d prefer something like Canada or Scotland’s national health care system.     Trump is a chameleon candidate or as Pelosi said about Obamacare you have to vote for him to see where he really stands. He’s changed positions so many times on fundamental issues from amnesty to abortion, gun control to universal health care that he can’t be trusted. He can’t be trusted to lead by the constitution and isn’t guided by his faith as you can tell by the way he treats his opponents and those who question his words, actions or ideas.

    His behavior is so erratic, arrogant, rude, unbecoming and UNpresidential and his changing policy positions are NOT what America needs to make America great!

    I voted for Cruz as senator for my state and 20 months ago I wrote and told him he should run for office. Cruz proved me to be a fool like all those others in Washington DC all the way down to my local level!

    It was June 16, 2015 that I realized, America and Americans finally would have a 2nd chance in this cruel world to thrive and live safely again! It was the announcement that Donald J. Trump made that assured me! He stood at the podium with American flags flanked on either side of him, with a bright navy blue suit and a royal red tie. He caught my complete attention as he looked so very presidential with such a patriotic backdrop! (I had never been a fan of Trump as I really never knew enough about him to like or dislike him.) That visual was so strong it reeled me in, i put down what I was reading and began to pay close attention! I felt the words he spoke were coming directly to me as if he were sitting on the sofa next to me! I was mesmerized by what he was saying as I felt he had taken all my thoughts and concerns about America and put them in an organized outline form, bullets and all!
    The thing I noticed as I continued to follow Trump was the eye he had to observe what most everyone in the country was feeling! How could a billionaire relate to so many different groups? As I watched and listened more and more people were also catching on to the truths that Trump was speaking!
    Friends and I began reading his books and you could easily determine Trump was amazingly brilliant, perceptive, creative, business savvy, patient, a great planner, an executer and importantly had always been a teacher to all! I also noticed, whatever popped up that was a concern to me and to others, Trump within a day was addressing it! A candidate for the first time in my life that was concerned about all the issues that concerned and threatened my family and so many other families through out the country. Important issues that were blown-off, when for the first time ever I had written and called, those I had voted for to represent my family in DC!
    How could this be happening? This all coming from an unelected man and unpaid man who was risking so much, yet he continued to be steadfast!
    I can’t even begin to thank Donald Trump enough for how he has enlightened me! I have spent so much of the past six months researching and learning in detail about the issues this country faces and the impact it will have on our family business and the future of our adult children.
    Trump is the only person I trust to have a plan that benefits the lives and future of all those I dearly love!
    It is totally up to the American people to place Donald J. Trump into the position to execute his plans for an American Friendly America! An America that provides health insurance, a strong military, employment, security by respecting law enforcement agents, equality for all citizens, secured and closed borders with a wall, opportunities for private business owners, public education governed by local districts where parents can gladly send their children to competative safe schools, and so many more things that are in his plans! He can not do this alone even with the great progress he is making!!

      I don’t like being insulted when I am commenting and I am NOT a troll. Truth in advertising is what I am attempting to defend.
      Nov 2015 was publish date of ” Crippled America “ quote …but I still believe Repubs. still have big beautiful hearts and want to help the poor and sick — and can do so at the right price.—” wrote Trump.

    My husband is self employed and insurance is just too high for us . We didn’t go to the Doctor or hospital last year and now we’re paying $800 to the government because we don’t have health insurance.
    We are hard working people who pay our own . I don’t get this logic. Yet plenty of people sit around all day and do nothing and get everything handed to them for free. I know people who get $5000 – $8000 back from IRS every year and have never worked a day in their life and also get free food, free utilities, free healthcare , free housing a free money every month.
    I’m all for helping people out but it’s to easy to abuse the system.

    Thank you for your informed comment. I was a Cruz supporter until he accepted a PAC and am concerned over the treaties that bind us more into the UN Agenda’s overthrow of America.

    I have also been watchful and swayed more to Trump. Power and money corrupt our elected officials, Trump has both and is, in my knowledge, has financiers in his global holders that do trouble me. I feel this is our last chance to save America and begin to rebuild this great nation.

It’s sickening to see the republicans trashing one another’s plans to try to steal the integrity of other candidates who support the same party. There was a time in AMERICA that instead of trying to disrespect and slander a candidate of the same party .they would support one another to choose the strongest person to represent the people. It’s all about individual power and greed. It appears there are no candidates that have AMERICA in their intrest just a bunch of back stabbing greedy groups of non functional non american thugs ! There has always been difference of opinion an ideas but it used to be from different parties rep , dem but the parties usually try to support the party they represent.     I am in heathcare. Have been 35 yrs. It show be called ObamaScare! I have 10 spine surg. 5 major. Now rationed on meds I have been on for 15 yrs! $ meds $600 a month, deductible $6K. Prem. have dbl. So we have worked paid taxes been perfect citizens, &Obama took it away to give to lazy illegal ppl.

    • Trump wrote both his 2011 book “Time To Get Tough” and his 2015 book “Crippled America. Both books highlight his free market health care reform proposals and his other proposals. If you have proof that someone else wrote Trump’s book feel free to post that right here in the comment section. If I were chosen by Mr. Trump to help implement a better way forward after Trump’s plans to repeal Obamacare I would humbly accept and do my very best to forge a better path forward.

        Upon reading those chapters from Trump’s book that you posted, the two were starkly different both in writing style and grammar. Any thinking person would ask whether they were authored by the same person.

    • It’s not a smear. It’s the truth and yes I will keep my commitment to Senator Cruz. I will however wholeheartedly support whomever our nominee is whether that be Senator Cruz or Mr. Trump. We vote our conscience in the primary and we do our duty in the general.
